Housing Rehabilitation Program

The Housing Rehabilitation Program offers affordable loans for home repairs.

This a federally funded program administered by the Community Development Department. 

Assistance to qualified homeowners includes:
  • Help determining what repairs are needed
  • Help selecting a contractor and getting a fair price
  • Help to ensure the repairs are complete and of good quality

You may be eligible for financial assistance if you:

  • Meet program income qualifications (under 80% of AMI)
  • Have clear title to your home
  • Have paid all property taxes and City fines
  • Have owned and lived in your home for at least the past 12 months before applying
  • Have fire and hazard insurance on your home

If you meet program requirements, you may be eligible for a loan for home repairs between $1,000 and $24,000. Have you received more than one loan for home repairs through this program? If so, all of the loans you have received must total less than $24,000 to receive more assistance.

Assistance is provided as a matching loan. Up to 50% of the loan may be forgiven if all payments are made on time. Other grants and loans may also be available. The homeowner's ability to repay the loan is also a factor in determining the amount of the loan.

Common repairs made using financial assistance through the Housing Rehabilitation Program include

  • Repairs or upgrades to improve energy efficiency
  • Emergency repairs, such as roof or furnace replacement
  • Repairs to improve occupant health and safety
  • Treatment of lead-based paint or asbestos hazards

 


Repairs that cannot be made include

  • Repairs related to fire/smoke damage
  • Purchase of new appliances or tools
  • New construction and additions
  • Kitchen and bathroom remodels
  • Luxury improvements

After your loan is approved, Housing Rehabilitation Division staff will perform an inspection. This is to identify repairs needed.  You will receive:

  • Information about eligible work at your home
  • Assistance managing the construction contract
  • Several inspections throughout the process to ensure you are receiving quality repairs

The housing units included in this list have had all identified lead hazards controlled and were certified lead safe as of the date of the Clearance Exam. 

It should be noted, the housing unit may not be lead safe if: 

  • The paint, enclosure, or encapsulant controlling the hazard is no longer intact;
  • Lead Safe Work Practices were not used when making repairs or renovations after the initial lead remediation activities occurred; or
  • When removing or replacing carpet.

Lead safe cleaning practices must continue to be used on those surfaces near windows and doors exposed to the continuing accumulation of dust and dirt from outside the housing unit.

The owners of units in this list are required by law to disclose any knowledge they have about the presence of lead-based paint in the property to all prospective renters or purchasers. They are also required to make available copies of the risk assessment, clearance documents, and maintenance records to prospective renters or purchasers of the property. More information can be found here. Copies of the risk assessments for housing units recently added to this list are available for review in the Community Development Office located at 300 Monroe Avenue NW.
