MERS Retirement Health Savings

ICMA-RC 401a Retirement Account

We partner with ICMA-RC to offer all new hires a 401a retirement account. Keep in mind that Police and Fire department employees are eligible for a pension plan. Contributions to this account begin after you pass your initial 6 month probation period. You contribute 6% of your pre-tax wages and we match it by adding another 6%.

Municipal Employees' Retirement System (MERS) 

We have a Health Care Savings Plan (HCSP) for all new hires through MERS. Contact MERS to sign up or if you have any questions at 1-800-767-6377. Visit their site at www.mersofmich.com

MERS partners with a company called Alerus to manage this program. Your information is kept strictly confidential and you may occasionally receive communications from Alerus. 


How to use MERS HCSP

You can use money in this account for medical expense reimbursements. This includes:

  • Premium payments
  • Coinsurence
  • Deductibles
  • Copays
  • Other health items

You can use your MERS account funds when you leave City employment or if you're on medical leave for over 6 months. MERS will send you a packet a few weeks after you leave City employment.

 

Who can use MERS HCSP

The former employee, the spouse and qualified dependents may all use the funds in the MERS account. You can also pass the money on to a beneficiary.

 

Eligibility and contribution amounts 

See the hire dates for each union to see if you're eligible. We've also outlined the contribution amounts at 6 months, 1 year and 2 years/beyond. Keep in mind you're not able to contribute more than the amount outlined in your union's labor contract.

Retired and over age 65

 

Monthly rates

Current Retiree Health Insurance Monthly Rates(PDF, 81KB)

For those retired and over age 65. Keep in mind that your rate may be different from the rates listed.

Retirees who are still on the City's insurance after turning 65 years of age are paying over $1500 per month for health insurance.  Other retirees who elect to find a different insurance carrier may pay only a fraction of that, and some even get insurance for free after their Medicare Supplemental Trust Fund payment is applied.  

Medicare Supplemental Trust Fund Payment

Your payment depends on which bargaining unit you belonged to and when you retired. The below amounts are subject to change:

APA: $80 per month if retired after 1/1/1990

ECO: $125 per month if retired after 1/1/1999

FIRE: $140 per month if retired after 7/1/1989

GREIU: $50 per month if retired after 1/1/1990

NON-REP: $100 per month if retired after 1/1/1990

POLICE: $130 per month if retired after 7/1/1989

POLICE COMMAND: $160 per month if retired after 7/1/1989 + $130 if retired after 1/1/1995 with 20 years of service.
