Apply for a Water-Sewer Inspection and/or Tap Permit

Are you looking to install or remove taps or wet connections to the Grand Rapids water or sewer systems? If so, you'll need a Water-Sewer Inspection and/or a Tap Permit.

You must be a City-licensed Underground Contractor to apply for Water-Sewer Inspections and/or Tap Permits.

Online Form

Step 1.Create a Citizen Access account

We use a third party application called Citizen Access for our Water-Sewer Tap and Inspection Permit application.  If you've never used Citizen Access, we recommend that you review how to create an account before starting your application.  First-time use by a City-licensed Underground Contractor requires activation of your license for online use.  Call the number listed in the Contact Us section to request activation.

Step 2.Make sure you have time to apply

This application will take about 20 minutes once you've gathered the required information identified in the steps below.  You can save your application and resume later if you need more time.

Step 3.Make sure you have all the required information

Identify the number and size of water taps (new or replacement) being installed.

Estimate the number of inspections required to complete the work in each of these categories (the City will add inspections/fees beyond this amount if needed to complete the work):

  • Domestic Water
  • Sanitary Sewer
  • Storm Sewer
  • Fire Service - When this category applies, a minimum of 2 inspections typically are required
  • Sewer demolition/cap off
  • Footing drain lateral
  • Right of Way

Step 4.Have your credit/debit card ready

You'll need to enter your credit/debit card information to pay the permit fee. We accept Visa, MasterCard and Discover.

Permit fees vary, based on the tap type and number of inspections required.

Step 5.Apply online
