Online Form

Let's make sure you need this

This process applies when an extension or relocation of City of Grand Rapids owned utilities is involved in the proposed development. This includes utilities in the City service areas (sanitary sewer and water main) which extend beyond the city limits into the following municipalities: City of Kentwood, City of Walker, Grand Rapids Township, Cascade Township and Tallmadge Township.

Are you looking to only add a service connection to an existing City utility? Contact the Development Center.

We'll review the PUP

We'll review your Preliminary Utility Plan (PUP).  We do this to make sure your proposed utility configuration aligns with the local service area agreement and the City's utility master plan. This takes about three weeks.

After we approve your PUP,  the next approval process begins. Check out our Private Development Guide for details on this process. As a heads up, here's an overview of what the final approvals involve:

  • Construction drawing set
  • Project Package
  • City Commission approval of documents
  • City Engineer sign-off
  • Pre-construction meeting
