We inspect rental properties occupied by people other than the owner. The program protects the health, safety, and general welfare of Grand Rapidians. The program also stabilizes neighborhoods, prevents blight, and preserves taxable value.  

If you have an occupied rental unit, it needs rental certification. Rentals in compliance with City Code receive a Certificate of Compliance. You need this certificate before someone can live in a unit.

Homeowner Eligibility

  • Eligible for a no-interest loan up to $16,000
  • Eligible for forgiveness of up to 50% of original loan amount
  • Eligible for the remedy of other hazards the Healthy Home Rating Tool identifies, for little or no cost

 Landlord Eligibility

  • Eligible for grants of up to $14,000 for single family homes
  • Eligible for grants of up to $18,000 for 2-4 unit properties
  • Pay a 10% or $300 (whichever is more) co-pay of the cost to remove the lead
  • May be eligible for deferred loans
  • Eligible for the remedy of other hazards the Healthy Home Rating Tool identifies, for little or no cost
  • Properties must be marketed to families with young children, at affordable rents for at least 3 years after the work is done
  • Landlords or their staff must become EPA-Certified Renovators
